We were granted conservatorship of our foster daughter last year. Can her parents take her from us when she gets to be a certain age, or at any time? Also, can we legally adopt at some point? Any help will be appreciated.

You raise a couple of issues:
(1) Can her parents come take her back? It all depends on the order that was signed. But they cannot do anything in violation of the order without first filing a motion to modify the parent-child relationship and getting the judge to issue whatever new order they seek.
(2) Can you adopt at some point? Yes, but the parents' parental rights would have to be terminated first. This can be done voluntarily by having them sign affidavits of voluntary relinquishment of parental rights. Or it can be done involuntarily through a petition to terminate their parental rights.
