what are the grounds for termination of parental rights? my daughter has a deadbeat dad.

The grounds for termination of parental rights are found in section 161.001 of the Texas Family Code. The list is too long to put it all here.

The "deadbeat Dad" grounds say that you can ask a Court to terminate his rights if (a) Dad has failed to support the child in accordance with his ability during a period of one year ending within six months of the date of the filing of the petition and (b) termination is in the child's best interest.
