Guardianship of Disabled Adult

My friend's mom passed away in May. She had guardianship of her two mentally disabled daughters. There is no mention of who she reqested for guardianship in the will. The executor of the will is about to file it for probate. And wants to know if she can request that my friend, the brother of the two disabled, have guardianship through the probate courts. Should she file the request with the will at the probate office or through the district clerk? Currently these two ladies have no one able to sign for them in an emergency matter or anything.

Guardianship matters are generally handled by the same court as probate matters. Which court that is will depend on the county. If there is no probate court for that jurisdiction, then both probate matters and guardianship matters will be handled by the county court.
