Guardianship

Can a minor parent sign over guardianship to someone other than a family member? or tell the courts who she would like to adopt her child? Do you know the courts usually abide by these wishes? The parent does not want the child at anytime to be placed in foster care but she wished to give up her parental rights. What would it take for guardianship to be issued?
