Legal Question in Family Law in Texas

I hava an ex-husband who is over $65,000 in the rearage in child support. Worse than that, he doesn't make an effort to be in our children's lives. If something happens to me, they automatically go to their dad ( who will take them for the survivor benefits). Is there some type of document I can sign saying they can stay with MY partner instead of having to go with him? Girl is 16 and boy is 14. He never answers when I ask if he wants to sign his rights over( he has 6 other children, yes, I can pick them. He is a REAL genuine guy).

No. The children's father is their "natural guardian" (language from the Probate Code) after you die.
