Is the amount that their father pays for health insurance through his job supposed to be subtracted from the amount I should receive?

No, but it is used in calculating the amount.
1. Take the gross monthly income
2. Subtract regular taxes - fed withholding, social secutity, medicare.
3. Subtract the amount he pays for the children's health insurance.
4. Subtract for Union Dues and state income tax, which is often zero.
5. That should leave you with a number that is the "Net Available Resources for Child Support"
6. Then apply the proper percentage to calculate.

No.
The health insurance premium for the children only (and/or any union dues) is subtracted from the net amount of this monthly income.
Then the adjusted monthly net income is a percentage of his monthly income.
