Legal Question in Family Law in Texas

Hi, I heard that a custodial parent could put an ad in the news paper stating that if the non custodial parent did not respond in 90days then all there parental rights would then be terminated. Is this accurate in this day and age?

This is absurd. The law doesn't work that way.
