Legal Question in Family Law in Texas

My husband filed for divorce and moved out of our home. At what point can I legally change the locks to prevent him from entering the house when I'm not home? The house is in both of our names and as apart of the decree, I will take ownership of the house and refinance in my name. Also what is the legal time frame to allow for refiancing?

The Dallas County Standing Order doesn't prevent you from changing the locks on your own residence. You can read it here:

Unless you're under a special temporary order that prohibits it, you should go ahead and change the locks now.

I'm not sure what you're asking about the "time frame" for refinancing. The decree becomes non-appealable 30 days after it's signed.
