husband left the county

I have legal custody of my daughter who is 13. Father never has used his visitation but once or twice in two years. He has moved out of the county for a few years and is on drugs and I have heard in rehab for cocaine addition. my question is: When we signed his parents were involved and stipulated that i would not move her out of the county. Since then I have remarried and husband must transfer to San Antonio from Harlingen. I want to know how I go about moving when I don't know where he is? What are the legalities of moving?

If the order says do not move out of the county, you would be in violation of the order if you moved to SA. Get the order modified so that you can move. See a lawyer.
