Legal Question in Family Law in Texas
My husband and I currently live in Texas, and his ex lives in kentucky and she claims she has custody with no visitation rights to the children of (3). my husband tried to get a paternity test 10 years ago, but kentucky's laws wouldn't allow it so he has been paying child support on 3 kids, and he believes only 1 is his. The lady is now remarried and financially stable, we have no contact, but it is unfair for him to pay child support to kids that are not his. She knows the first one is not his because she was pregnant before they got together, and the last kid she got pregnant with after he moved back to texas, but the divorce took 7 years. What are his options?

I think you need to talk to an attorney in Kentucky. It sounds like this case is based in Kentucky.
Just because he lives here now does not mean that Texas has any interest in this case.
It sounds like he missed the time to ask for DNA testing. DNA testing has to be done at the beginning of a case! Once a man is "found" to be the father of a child, then DNA testing is too late. But, I am not licensed in Kentucky and I've never set foot in Kentucky. Talk to an attorney in Kentucky.
