He does not call and talk to the kids, nor will he pick them up but maybe 1x a yr. He has not seen or spoke to them in almost 6 months now but sent a text saying he wants them for summer. The few times he has taken them in the 5 yrs of beinf divorced, he will not let me speak to them nor tell me were thet are. What riights do i have given this situation?

You need to take your decree to a family law attorney and go over your options with him/her.
Look on this website and on www.avvo.com for an attorney.
By the way, a private attorney can go after him more aggressively than the TX A G office. I would encourage you to talk to the attorney about contempt. Perhaps 6 months in jail might be enlightening for him.
I highly recommend attorney Patricia Bushman at 713-807-9405. Her first appointment is free. I rent space in her office. It appears you live in the Houston area -- our office is close to Reliant Stadium at Loop 610 on 8978 Kirby Drive. Tell Pat that I sent you!
