Can my husband sign away his parental rights if the mom has remarried?

No.

He CAN file a petition asking the court to terminate his parental rights. I know of only one case where this was done successfully (that is, a parent asking a court to terminate his own parental rights). The other parent will say: Hey, Judge, he's just trying to get out of paying child support.
