Legal Question in Family Law in Texas

If a husband in Texas leaves to go work in another state and leaves his wife and infant daughter knowing the Mother has an alcohol dependency problem can he be charged with negligence? When he is home he allows his wife to drink and drinks with her then leaves them to go to work knowing she needs help but saying it is all up to her - he takes no responsibility for either his wife or child.

I don't know what "charged with negligence" means.

There is a state agency that is colloquially referred to as CPS (it's actually the Texas Department of Family and Protective Services) that is charged with protecting children. If you know of a situation that is harmful to a child, you can contact them at
