My husband walked two years ago and stop helping me with our three kids four months ago. I can't afford an attorney at this time but I was wondering do I have to let him have contact with them.

Are there any orders regarding the children? Or did he just walk out?
If there are no orders, you do not have to let him have contact. However, if there are no orders, he has the same rights you do and he could come pick them up and never return with them.
You should contact the Office of the Attorney General (OAG) child support division and get them to set up a child support order and a conservatorship/possession & access order. That way he can't just come grab the kids whenever he wants to and he will HAVE to help you financially or face jail time.
