Legal Question in Family Law in Texas

My husband's ex-wife is continually sending pictures of medical receipts, dental receipts, etc. asking for my husband's portion of the reimbursement, which we obviously have no objection to, but the problem is she is continuously sending pictures of the receipts taken with her cell phone camera, not copies of the actual full receipts. Most times the photos are fuzzy, and cut portions of receipts and statements off, and are very hard to read. We use these receipts to be reimbursed by our flexible spending plan for the portion we have to pay. My husband is obligated to pay within 30 days of having received the receipts, but in our minds, she has not provided the proper documentation as required by the courts. What should we do in situations like these? We have asked her in the past to send us scanned copies of the receipts and statements, but she refuses saying it is not her responsibility to provide these things to him, that he can call the doctors, dentists, and pharmacies himself to get them. What should we do? Can she file contempt on him for not paying if she hasn't provided the proper receipt documentation? The court paperwork specifically states that she is to provide copies of all receipts, statements, explanation of benefits, etc. within 30 days of the services. We are in Texas and that is where his orders are.

Buy a roll of stamps. The postal rates change on Monday (January 22).

Get into the habit of writing letters. Paper letters. Date the letter. Keep a copy.

Stop using telephones, text messaging, etc. Use paper.

Write to Mom on a regular basis, letters like this:

"Dear Mom, I just received an illegible copy of a Wal-Mart pharmacy receipt. You have to send me a clear, readable copy. Love, Ed."

Read the order carefully - it probably requires Mom to provide copies of receipts (that is, it probably does NOT require Dad to go get the copies from doctors).
