Because of the ice storm this weekend I was unable to pick up my daughter for the weekend. The roads were closed. My X husband won't work Anything out. What can I do to get my time with her?

It's a shame that you are going through this. How sad for the child.
Courts like parents to cooperate and work together. It sounds like the two of you are unable to do so.
You can ask the court to give you a make-up visit. You will need to hire a private attorney to help you with this. Unfortunately, it will cost money and I don't know how long it will take you to get in front of a judge during this holiday season.
You might consider mediation. You need to read your decree and see if you are ordered to use mediation before you go back to court.

I am located in Houston is that is convenient. I cannot force your x to attend mediation. Only a judge can order a party to mediation. Otherwise, mediation is voluntary.
