Information on Sibling location

My four year old granddaughter (daughter's child)has an older half sister from her Father. The father will not give my daughter the information as to who (or where) her sister is. The father and my daughter are not married and have no relationship. Does my daughter have the right to the information about where the sister is so her daughter can grow up knowing her sister?

No. Are there any court orders between your daughter and the child's father? If not, there should be. Provisions regarding sibling contact are sometimes included in such orders.
