Legal Question in Family Law in Texas

interfamily adoption

What are the state requirements for interfamily adoptions. I am in Texas and cousin having baby is in California. Do we have to have homestudy completed or just contact attorney to draw up the specific paperwork. Are 2 attorneys required one for my husband and myself and one for the other party or can our attorney handle both sides?
