Legal Question in Family Law in Texas

Involuntary relinquishment of parental rights

My ex lives in Mississippi, I filed and was granted a divorce, custody and support in Texas. No support has ever been paid and he does not exercise his visitation rights. Child has seen her father twice in 5 years. My husband would like to adopt her in the future, but for now I want my ex's legal right to her. Can and how do I do this?
