Can I remove/transfer money out of a joint account if not contributing any money to it and not married to the person who shares joint custody?

Re: joint bank account

If you have a joint bank account, either party can access the money, unless there are "restrictions" that you put on the account.

For example, if you agreed that it requires both signatures to make a withdrawal then the bank will probably not allow you to withdraw the money.

You can talk to anyone at the bank and see what their policy is regarding the account.
