Legal Question in Family Law in Texas

I have joint custody of my daughter 4 with her father he does pay support ($200) monthly however he has not seen her in over 3 years. can I request him to relenquish his parental rights on these grounds?? He no longer lives in texas either what are my options?? thank you

His failure to exercise visitation isn't grounds for termination. Section 161.001 lists the grounds for termination of parental rights, and that isn't one of them.
