can a judge order child support and back pay on someone that is exempt from working

Generally, yes.
Your question raises a question in my mind: How does one become "exempt from working?"
The Family Code doesn't make any reference to whether or not the payor is "working." The Family Code focuses on income. Some people who don't work do have income.

The short answer is yes.
Unemployed people or disabled people can also be ordered to pay child suport.
I would also like to know how you are "exempt" from work?
