If a judge says that someone is to start weekend visits, and the person in control of the children does not allow that to happen are they in contempt of court?
The Judge said, Lets get weekend visits started and you should have them on Christmas eve and day. CPS said yes I heard her say that but it was not put in the orders so I don't have to bring them to you because it is not in the order.

It's impossible to fully answer your question without reviewing your current court order.
A person can only be held in contempt of court for not following the judge signed orders.
However, some judges will get angry if the person did not follow what they said and you might be entitled to make-up time.
