can a judgement from a divorce ever be released? Is there a length of time that this judgement would expire?

What kind of judgment? It makes a difference.
The other party can always sign a release of judgment, which is then recorded in the County Clerk's office (if that's the kind of judgment you're talking about).
A money judgment in Texas expires after ten years, unless it's renewed (by the issuance and return of a writ of execution).
