How do I go about getting legal Custody of my Granddaughter from her mother who is doing drugs

You must have a judge sign a legal document stating that you have legal custody.
That is the only way to have legal custody in Texas.
The mother signing something (even notarized) is NOT enough.
Yes, the father, even an absentee father, needs to be notified.
