Legal guardianship or custody of minor

How do you obtain legal guardianship or custody of a 17yo who is living with you due to the fact that she is scared of physical harm. Her mother has not only hindered a sexual battery case made by same minor (who happened to be her boyfriend at the time), but has also committed credit card fraud, and we are 99% certain has a meth addiction (no positive test results but all the symptoms). The minor's father is all for us obtaining guardianship/custody and is in the process of pressing charges against the mother and boyfriend for sexual battery charge (which he was just made aware of). Also the mother is still collecting child support payments even though minor no longer lives with her. Help me please, don't know where to turn!
