legal guardianship

my 18 mo old is being card for by my asister in Texas temporari;y. I've signed over power of attorney. she is trying to put him on her insurance & was told this is not sufficient. What is the difference between legal guardianship & power of attorney. Can I write a letter signing over guardianship (temporary) & have it notorized or does guardianship has to be handled through the courts sytem?

I'm assuming that your sister has been informed by her health insurance company that a temporary guardianship is sufficient to qualify your child for health insurance. If so, then a guardianship petition must be filed with the Circuit Court of your County in Oregon unless the child has been in Texas more than 6 months. This is usually a fairly routine matter.
