Is it Legal to Leave Father's Name Off Birth Certificate

Is it legal for a woman to leave the father's name off the birth certificate, if she definitely knows who the father is, and there is no good reason to not include the father's name on the birth certificate.

This happened to my son. His ex-girlfriend gave birth to their son on July 12, 2006. He was there for the birth. She then became angry with him when he visited her at the hospital the day after the baby was born. Out of spite, she left the father's name blank on the birth certificate.

Isn't this knowingly falsifying a public record? If not illegal, isn't this at the least extremely unethical?

He would have to petition the court to acknowledge paternity and request to have the birth certificate changed. He will likely also have to assume responsibility for child support which he should do ASAP because the arrears is accumulating like the ticking of a clock. It's not illegal and whether or not it is ethical is another matter.
