Legal Question in Family Law in Texas

What legal rights does a mother have against her ex-husband who continually calls CPS on her making false accusations of abuse with their son? CPS has investigated the 2 previous complaints and found nothing at all to substantiate it but every time the dad gets subpoenaed to court for unpaid child support and ordered to pay, he immediately calls CPS again. Isn't this harassment?
