while still legally married can a wife sue her husband for child support even though he is paying all bills + clothing and everything she contributes nothing?

Yes. if you and your husband are not living together, the Court can make an order for him to pay child support to you (you can do this with or without filing for divorce). In fact, the Attorney General will do this for you for free. You can apply with them online: https://childsupport.oag.state.tx.us
If you and your husband are still living together, you won't be able to get a child support order.
