Does it lessen a fathers rights if his name is not on the birth certificate?

If his name isn't on the birth certificate, how do we know he's the father?

If he was married to Mom when the child was born, he's the presumed father, and what's on a birth certificate isn't important.

If he was never married to Mom, and he's been to court and established paternity, then what's on a birth certificate isn't important.

If neither of these applies: He isn't legally the father of the child.
