Legal Question in Family Law in Texas

I live in a house, in which their is a lady that doesnt really care about her kids.She gets child support and doesnt buy them nothing, she gets food stamps, and she would only spend them on her.But she is going out with an immigrant men which right now he is on jail.but she wants to give the kids child support to him as soon as he gets out from jail. And the kids are afraid of her in all ways.Is their any way that the state or govt can take away custody, and give it to the kids aunt?Because their dad doesnt care about them either.

Call CPS and see if you can interest them. If the children are being abused, you can also call the police.
