I live in Texas and I have one child, we have a court order for child support and visitation and insurance , my son's father had a 2nd child ( not Mines ) and now tells me that he dose not have to pay for his insurance anymore and that my child support will be cut in half he claims his other child on child support, is that true

No. I don't know what he's talking about and I don't think he does either.
He should be paying you 20% of this net resources in child support. Now that he has a second child, his child support could drop to 17.5% of his net resources, but that's not "in half." If he's paying $400 per month now, that would drop his child support to $350, just as an example.
Having a second child does not mean he doesn't have to pay insurance. Again, no idea what he's talking about.
