First of all I live in Texas; my decree states that my ex and I are each ordered to provide medical support and health insurance coverage for each child;
I am to include and maintain health insurance through my employer,..
and we share in the cost of copays, and additional cost at a rate of 50%.
my question is, who is to pays the premiums that I pay my employer?

If you're the one ordered to provide and maintain the insurance, you are also the one responsible for paying the premiums, unless there is some specific provision otherwise in your decree (there could be, but that's not common).
Based on the information you provided, you are to pay the cost for the premiums to your employer, for you are the parent ordered to maintain health insurance. Typically the noncustodial parent is the parent ordered to carry the health insurance, unless the parties agree or the court orders otherwise.
If you are the custodial parent, to compensate you for the cost of paying the health insurance you should have been awarded an amount for cash medical support as a means to reimburse you for the cost provided to your employer.
