Legal Question in Family Law in Texas

I live in Texas and the father of my 2 children is currently not paying child support, but working. He has a total over 11 grand in back support. My question is, can he relinquish his rights to our children, so that he doesn't have to pay child support or the back payments?

Your ex and you can negotiate that he will relinquish his parental rights in exchange for your agreement to wipe out the arrearage. Once the rights are terminated, there will be no obligation to pay future child support. However, most Courts will not approve and sign off on such a termination unless the termination is combined with another action for a step parent adoption.
