Legal Question in Family Law in Texas

I currently live in Texas and have full custody of my two children. I was divorced in Arkansas and my ex husband still lives in Arkansas but in a different county than we were divorced in. He was ordered to pay Arkansas state minimum child support but I released him from that obligation about a year and a half ago because my current husband had to relocated to Texas for his job and my divorce decree stated that I could not move the children out of the state without approval from my ex and he said the only way he would agree was if I released him from the child support. I could not afford a lawyer at the time so I felt like I had no choice but to agree. We verbally agreed that he would send as much as he could to help with the kids but he has not sent a cent since we moved. Do I have any options now?

I'm interested in your statement that "I released him from that obligation." Exactly how did you do that? Did a judge sign some kind of order?

A private agreement does not trump a court order and does not release anyone from a child support obligation.
