how long is the time period that a judge has to sign papers after the judgement on custody cases?

Excellent question.

It turns out that, under the law, there is no time limit. He can drag his feet as long as he wants to.

You can, however, file a "motion for entry of order" and set it for a hearing. But the Judge's ruling at the hearing might be, "I'll take it under advisement."
