i was made the father of a child 20 years ago by default meaning there was no blood test taken. i am not the biological father and was made the father only because i didnt respond in time to the child support letter. my question is can i still dispute the paternity and have a blood test taken to prove i am not the father?

The child is by now an adult.
The type of lawsuit you're talking about would be pointless.
The "bastardize your own child" law (Texas passed it about a year ago) has a time limitation - it must be filed within a year of when you first had reason to believe that you're not the child's father.
AND if you file the lawsuit and are successful, it will NOT erase any child support arrearage.
