As a parent with a x that wont have anything to do with the kids. I want to get a pasport for tne kids so we can go on a cruise. She will not return calls, and they tell me I need the other parents signature, well I want to get a form to keep with me so I will never need this persons permison or signature again.

You will have to go to court to get such a form. It's called an order of the court. You can get it for the requirement for the x's permission for the passport. Better start right now. Orders can sometimes take 6 months or so. Good Luck

This is the policy of the cruiseline.
It's a shame that the other parent does not want their child to experience a cruise.
I had to sign a form when my daughter turned 18 the day after the ship left the dock.
