Legal Question in Family Law in Texas

Never married, has child , wants to move
Sister has never married, has one child, 1 years old,
wanted to move back home to michigan, (with child) to
be by her family, for emotional surport, and to become a
nurse.
The biological father, who is married, has stopped her
from coming, claiming he wants to be a father, although
has never given the time to be one. He was resentful of
the fact that he would have to pay child surport, and due
to this he changed his mind and petion the court to
force them to stay. Now she can't go to school, to be a
nurse, and living vitually in poverty. How can we get her
home, with the child???? She has no family there in
texas, and neither does he, he makes 120,00.00 a year
and she makes nothing. He's married, and controlling,
not letting her go- emotionally or to michigan. And is
being racked over by the courts. and Her and the baby
are suffering.. Please Please Help
