Legal Question in Family Law in Texas

marrying relatives

My brother married my brother's stepdaughter. No one knew about this for several weeks. Now that it has leaked out it has created havoc among the family.

My question is, is this marriage legal?

The step daughter is not a relative by blood, so there is no legal prohibition for the marriage - might make for interesting talk at the family reunion.
