Minor wanting to move in with friend's family

My daughters friend wants to move in with our family, but she is only 14. She has trouble in the households she has tried to live in with her family and said she wants to move in with our family. The only problem is her mother wont let her. In her sister's house she feels unwelcome and has no friends. Also in her mom's house the utilities sometimes dont get payed on time. In either household she doesn't feel happy and might cause problems with school work.Is there any legal action or any place I can look up legal laws regarding this situation?

I can't believe the number of emails and phone calls I get about kids not being happy at home.

If the situation is dangerous, the child needs to make "outcry" to her doctor, teachers, school administrators, etc. If she is being beaten, she needs photos of bruises/marks or she needs to show them to an adult who would be willing to testify in court.

You have no "standing" to file a lawsuit on her behalf.

She cannot be declared an adult at 14.
