Legal Question in Family Law in Texas

mod paper was done in Feb so kids could go live with bio mother (after being with us 8 and 6 years with no child support ordered) no child support was order this time or the last time. just got letters in and money taken from his pay check and stated my husband was in arrears since mod paper was done. how can this happen?

Where did the "letters" come from? Does Dad have another ex-family?
