Modification to custody arrangements

I have recently been served papers for modification of child custody. But, I have been served twice. Is this legal? One is an amended modification with a request for child support and payment of attorney fees. Also, what is considered a material change in circumstances?

Yes, it is legal to be served twice. Apparently, something was left out of the first documents which the lawyer felt was necessary for complete notice. A material change could be an increase in income to amount to more child support or a number of other fact specific things - change of jobs, change of address, etc.
