Modified Holiday Custody

Our standard visitation orders were modified to allow the father visitation on Christmas Eve until 10:00pm, so Christmas Day is to be spent with the mother, who has custody.

The father is threatening not to bring the child back until sometime after Christmas Day. He has moved, so I don't know where he lives or have a phone number to contact him. If I let him pick her up for his visitation, he may not return the child and I have no way to locate them to take possesion of the child.

Is there something I can do prior to him taking possesion of the child or do I have to wait until he does it. If he doesn't return her until after Christmas, what can I do. Can a complaint be filed with the police department prior, and can he be arrested on return of the child for violation of the orders.

Please let me know before the holidays.
