modify parent custody

Ex wants to modify divorce custody. I have full custody and I have the right to establish primary residence. He is allowed to see her 4hrs a day which He does not use. I am leaving to australia on a subclass 457 Visa and told him of this back in Sept of 2007. I had to wait for passports and Aussie visa in which I just got on the 19th of april. I called him today to notify him and he said I cannot go.... Can he do this???

You can go wherever and whenever you want. If the decree has any restriction on foreign travel of the child, that might be a problem.
