If my Mom takes Power of Attorney over my grandmother (her mom), what will my Mom be financially responsible for? My 40-something mentally disabled uncle, who lives with my grandmother, has used her name to rack up thousands of dollars in cell phone bills, cable and satellite bills, etc. and my grandmother won't turn him in for identity theft or fraud. My grandmother is afraid of my uncle (he has hit her, thrown things at her, "trashed" the house and threatens her if he doesn't get his way) so she gives him what he wants to keep him quiet. How can we protect my grandmother from this abuse?

First, having a power of attorney does not make you responsible for bills incurred in that persons name. It gives you power to act for them at places such as banks or utilities, etc. If you abuse the power of attorney for your own gain, then you can be held responsible.
Second, as for your uncle, you should report him to Adult Protective Services.
