monthly phone calls

Non-custodial parent had no contact restraining order for two years. Both parents now have paperwork stating monthly phone calls initiated by the non-custodial parent. This parent doesn't bother calling. Does the custodial parent have to force the non-parent to communicate? If custodial parent doesn't what could happen?

The custodial parent does not have to force anything if the Order says the non-custodial parent is to initiate the calls.
