The mother asked me to give up my parental rights, does this stop child support and if so can she later change her mind and put child support on me again?

A termination of parental rights stops the child support obligation (in 99.9% of cases - there have been one or two oddball cases where the parent was ordered to pay child support after the termination). No, your mother cannot "change her mind" after the order is entered and ask judge to order you to pay child support.
