I assume your daughter is a minor, if that is the case they are effectively kidnapping your child. First place you may want to start is by calling the police department where your daughter is and report the situation. If that does not prompt your sister to do the right thing then you need to hire a family law attorney to file suit to have your daughter returned to you.
I agree with attorney Kielich. He has given you an excellent answer.
Look on this website and on www.avvo.com for an experienced family law attorney to hire.
If there is a current court order that shows you are legal custodian of this minor child then you can take a certified copy to where the child is and try to get the police to assist you in getting your child back. I'd call the police, sheriff or constable before you make the trip and make sure that they will help you.
These people have no rights to keep a minor child.
Be aware that if they keep the child more than 6 months then they might be able to go to court and ask for custody. So do something now!
If the child is over the age of 18 then there is nothing you can do. If you are paying for her phone, then cancel it.
